Whole of Government DoView

The DoView below shows how a Whole of Government DoView can be built. In this case, it is an illustrative Whole of Government DoView for the New Zealand government. If you click in it, you can immediately drill down first to a set of high-level cross-sector government targets. In this illustrative DoView these are based on the current New Zealand government’s set of nine targets. DoView Strategy Diagrams have been built for each of the nine target areas. These set out the possible steps that could be taken to achieve these targets. While the targets are current government targets, these DoView are illustrative and not created or endorsed by the NZ government. In the Whole of Government DoView you can also drill down to DoViews for individual government departments. In this illustrative version of the NZ Whole of Government DoView, only some government agencies’ DoViews have been included. These and more individual government agency DoViews are given further down this page. Any of the DoViews on this page could easily be included in the NZ Whole of Government DoView.

Ways a Whole of Government DoView can be used

NZ has been seen as a world leader in public sector innovation. If it wished it could explore the use of a Whole of Government DoView to improve planning and implementation. If the Whole of Government DoView below were reviewed, amended where necessary, and endorsed by the NZ government, a NZ Government DoView could be used in the following ways:

Cabinet and officials could use the NZ Government DoView’s Target DoViews to review progress on the achievement of the government’s current nine targets. Government agencies and providers could use them to more efficiently and transparently steer action toward achieving the targets faster.
Anyone from a Cabinet Minister to a private citizen could use the DoView to find out what it is that any government agency is attempting to achieve in any of the areas in which it is working. At the moment, using current government documentation, it is very hard to quickly get an overview of what it is that different government agencies are attempting to do.
Individual government agencies could use their specific agency DoView to plan their work using DoView Planning. They could also use it to clarify discussions they have with their responsible Minister(s), stakeholders and providers.

2. High-level Strategy and Targets DoViews

DoView Strategy Diagrams can be built for any high-level government strategies or sets of targets. The DoView below is included in the NZ Whole of Government DoView above and shows a DoView Strategy Diagram for a government’s high-level cross-sector targets. These are the current NZ government’s targets and include a DoView subpage drawn for each of the target areas. These set out possible steps for achieving the targets. As mentioned above, such a Government Targets DoView could be used for cross-departmental strategizing and coordinating work on the targets and for reporting on, and discussing, progress with Ministers.

In addition to cases where they have struck targets as discussed immediately above, governments typically have a number of high-level sector or cross-sector strategies that they use to plan and coordinate the work of government agencies, providers and sectors. At the moment, they do this by writing strategy documents. A faster way is to complement whatever strategies have been written by a visual DoView Strategy Diagram. As an example, we can look at productivity. All governments want to increase their country’s productivity, and they write various reports and strategies to increase productivity. NZ is not an exception to this, and a number of reports and strategies have been produced over the years to attempt to boost productivity. Exactly how many people read and act on such reports and strategies is unclear. A set of strategies and reports such as this can easily be brought together into a NZ Increasingly Its Productivity DoView Strategy Diagram as shown below. If an official version of this were produced, it could be used to coordinate government agencies’ activities regarding productivity. It could also be used as the basis for a high-level conference with business and stakeholders to go through each subpage of the DoView and look at what steps the different parties could take to boost the country’s productivity.
