Whole of Government DoView

An illustrative drill-down DoView diagram for a whole government

Below is a mock-up of a Whole of Government DoView. This is a drill-down diagram that includes the government’s outcomes and targets and DoView strategy/outcomes diagrams for government agencies. In this illustrative case, it is the New Zealand government (it has not been endorsed in any form by the NZ Government). in the form of a Google Slides. The graphic below illustrates how the NZ Whole of Government DoView works.

A Whole of Government DoView is a radically new way of visualizing any government’s outcomes and the steps it is taking to achieve them. It has the potential to speed up government planning and transparency. The full methodology is on the Uses/Government page. Any government is free to use it (with full acknowledgment). Just use the AI DoView Drawing Prompt to quickly draw draft PowerPoint DoView Strategy Diagrams for each government agency (then amend and improve them). Do the same with the government's overall outcomes or targets. Next, combine these into a single drill-down PowerPoint file, upload it to Google Drive and make it available online embedded on any website (as has been done here). You can then use the Whole of Government DoView in various ways:

  • Ministers (or those in similar governance positions) can prioritize the boxes in the DoViews they want their agencies to concentrate on at the current time.

  • They can hold all discussions with their agencies against the relevant part of the agency’s DoView for increased clarity and efficiency.

  • By drilling down to the relevant place in the DoView, all Cabinet members can quickly get an overview of what is involved when making Cabinet decisions.

  • Agencies can use their DoViews to further detail strategy, drive strategy throughout their agency, and use it as the basis for provider contracting.

  • In addition, all other aspects of government planning, implementation and can be improved with DoView Planning for Government– identifying indicators, achieving alignment, doing evaluation, contracting and reporting.
